Cuba's Raul Castro mentions possible retirement

HAVANA (AP) ? Cuban President Raul Castro has unexpectedly raised the possibility of leaving his post, saying Friday that he is old and has a right to retire. But he did not say when he might do so or if such a move was imminent.

The Cuban leader is scheduled to be named by parliament to a new five-year term on Sunday, and Castro urged reporters to listen to his speech that day.

"I am going to resign," Castro said at a joint appearance with visiting Russian Prime Minister Dmitry Medvedev.

"I am going to be 82 years old," Castro added, the hint of a smile on his face. "I have the right to retire, don't you think?"

When reporters continued to shout questions about his plans for the next five years, Castro replied: "Why are you so incredulous?"

He said to listen carefully on Sunday.

"It will be an interesting speech," he said. "Pay attention."

Castro's tone was light and his comments came in informal remarks at a mausoleum dedicated to soldiers from the former Soviet Union who have died around the world.

The Cuban leader has spoken before of his desire to implement a two-term limit for all Cuban government positions, including the presidency. He has also alluded to the limited time he has left to overhaul the island's weak Marxist economy.

That has led many to speculate that this upcoming term would be his last, though term limits have never been codified into Cuban law.

In Washington, State Department spokeswoman Victoria Nuland had no comment on Castro's remarks.

Most Havana residents had not heard about the comments, which were not shown on Cuban television, although other footage from his appearance with Medvedev was shown. Many reacted with skepticism.

"Who would they put in?" asked Marta Alvarez, a 45-year-old housewife walking through Old Havana. "But I don't think it would be now. It would happen in five years."

Castro will be 86 when his next term ends in 2018. Up until now, all eyes had been on who would emerge as Castro's first and second vice presidents during Sunday's proceedings. The positions are currently occupied by two loyal octogenarians who fought in the 1959 revolution.

Putting someone younger in one of those roles would be the first sign that Castro was settling on a potential next-generation successor, something he and his brother Fidel have never done, even as many comrades have succumbed to old age.

As far back as December 2010, Castro began to reflect on his responsibility, and that of his aging generation, to right Cuba's economy, noting that the actuarial tables leave them few remaining years.

"The time we have left is short, the task is enormous," he told lawmakers in his year-end speech that year. "I think we have an obligation ... to set (the country) on the right course."

When Raul Castro does leave the political stage, it would end more than a half century of unbroken rule by the two brothers, who came to power in 1959 at the head of a revolution against U.S.-backed strongman Fulgencio Batista.

Armando Gutierrez, a 78-year-old Cuban-American lawyer in Florida and veteran of the failed 1961 Bay of Pigs invasion, said he hoped Castro wasn't joking about retiring, but doubted that whoever follows would bring true political change.

"Can you imagine 54 years?" Gutierrez said. "Not even the Roman emperors lasted that long."

Relations with the United States have been sour since shortly after the revolution. One of the key provisions of the 51-year U.S. economic embargo on Cuba stipulates that it cannot be lifted while either of the Castros is in power.

Castro has implemented a series of economic and social reforms since taking over from his ailing brother in 2006, but the island is still ruled by one party. Fidel Castro is 86 and retired, and has seemed increasingly frail in recent appearances.

The elder Castro was also visited by Medvedev, Cuban state-run media reported. Communist Party newspaper Granma reported that the two countries signed an agreement on restructuring more than $20 billion in Soviet-era debt Cuba owes.

The terms of the restructuring weren't announced. The debt has been a point of contention between Cuba and Russia for years. It was originally built up in rubles to pay the Soviet Union for services provided in the 1980s, and Cuba has questioned how much it should be worth today.

One way is to measure how many fish we pull out of it. But is that the best way? Or even an accurate way?" asks an editorial in this week's (Feb. 21) issue of Nature.

    The topic is featured on the cover of the journal and debated in two "Point/Counterpoint" commentaries, one jointly written by Ray Hilborn and Trevor Branch of the University of Washington, and the other by Daniel Pauly of the University of British Columbia.

    The editorial continues, "In one piece, Daniel Pauly argues that 'catch data' of the number of fish caught are a vital tool for assessing the health of fish stocks. In their counterpoint piece, Ray Hilborn and Trevor Branch warn that over-reliance on this measure misses important subtleties and can misleadingly distil the health of entire ecosystems down to a landed tonnage.

    "This is far from an academic debate. If scientists cannot estimate fish numbers, and so the health of stocks, there is little hope that this resource can be exploited in a sustainable fashion," the editorial concludes.

    Both commentaries discuss the fisheries catch data published by the Food and Agriculture Organization of the United Nations. Data is collected by officials in about 200 countries on the amount, in weight, of haddock, bream, cod and more than 1,000 other species hauled in each year by fishing boats.

    Hilborn and Branch, faculty members with the UW's School of Aquatic and Fishery Sciences, say that the changes in the amount of fish caught does not necessarily reflect the number of fish in the sea. For example, new fishing regulations can reduce catch, or fishers might choose to fish less when the price of fish is low and the price of fuel is high.

    They said they were surprised, for instance, to see Pauly in his "Comment" piece still using "stock status plots" that rely exclusively on how many fish are caught to say if stocks are developing, exploited, collapsed or rebuilding.

    That method has been shown to be seriously biased and rebutted by a series of papers in the scientific literature in recent years, Branch said, because it's only accurate one third of the time.

    "Attempts to use catch data as an indication of fish abundance have spread alarm and confusion in policy circles, and fueled the perception among the public and conservation organizations that fisheries management is failing," the UW authors wrote. "A much better approach is to deduce the health of stocks region by region and fishery by fishery using scientific stock assessments, which collate all sorts of data -- from the results of surveys conducted from research vessels to the catch per fishing effort, and the age and size distributions of the fish caught."

    On the other hand Pauly counters that, "When only catch data are available, fisheries researchers can and should use these data to infer fishery status, at least tentatively" adding that catch data are the only data available for 80 percent of maritime countries. Not so, Hilborn and Branch say. For example there are scientific assessments publicly available for 40 percent of the world's fisheries catch, mostly from developed countries.

    Additional scientific surveys of fish abundance already exist for a number of other locations, but need to be assembled, something the two have recently begun working on with more than 20 countries, the Food and Agricultural Organization and the World Bank. They estimate that compiling stock data for another 40 countries, six to eight fisheries per country, will take 10 years and $20 million.

    Pauley's piece provides a different view of the costs and a warning: "For the vast majority of species, expert stock assessments can cost from around US$50,000 to millions of dollars per stock -- especially when research vessels are involved -- so are often not feasible.

    "If resource-starved governments in developing countries come to think that catch data are of limited use, the world will not see more stock assessments; catch data will just stop being collected," Pauly writes.

    "We argue" said Hilborn and Branch, "that what is needed is a lot of hard work, of going to individual fisheries and working with local officials and fishermen to understand the status of these fisheries that are currently not evaluated."

    The Nature editors write, "It is unquestionable that some fisheries have been horribly mismanaged, and some species driven to dangerously low levels," to which Hilborn and Branch agree. The editorial continues: "But equally, there are positive signs of change. There are examples of well-managed fisheries, and, more importantly, there now seems to be a political will to listen to scientists."

    According to Hilborn and Branch, the facts now suggest that "on their own catch data cannot answer the question at the heart of fisheries science, how many fish are in the sea?"

    Pressure mounts on Israel over Palestinian prisoner fast

    RAMALLAH, West Bank (Reuters) - Hundreds of Palestinian prisoners in Israeli jails declared a one-day fast on Tuesday in solidarity with four inmates whose hunger strike has fuelled anti-Israel protests in the occupied West Bank.

    Samer al-Issawi, one of the four Palestinians who have been on hunger strike, has been refusing food, intermittently, for more than 200 days. His lawyer says his health has deteriorated.

    Gaunt and using a wheelchair, Issawi appeared on Tuesday before a Jerusalem civil court, which deferred releasing him for at least another month.

    The prisoners' campaign for better conditions and against detention without trial has touched off violent protests over the past several weeks outside an Israeli military prison and in West Bank towns.

    In the Gaza Strip, the Islamic Jihad group said a truce with Israel that ended eight days of fighting in November could unravel if any hunger striker died.

    The Palestinian Prisoners Club, which looks after the welfare of inmates and their families, said 800 prisoners were taking part in the daylong fast.

    Issawi was among 1,027 jailed Palestinians freed by Israel in 2011 in exchange for Gilad Shalit, a soldier who was abducted on the Gaza border by Hamas, the Islamist militant group that now rules the enclave.

    Issawi and Ayman Sharawneh, who has also been on hunger strike, are among 14 Palestinians who have been re-arrested by Israel since being released in the Shalit trade.

    Ofir Gendelman, a spokesman for Israeli Prime Minister Benjamin Netanyahu, wrote on Twitter that Issawi and Sharawneh were detained "because they violated the terms of the Shalit deal by returning to illegal activities which pose a threat."

    INTERNATIONAL CONCERN

    Palestinian negotiator Saeb Erekat said he had been in contact with Israel and urged it to release the men. He said Egypt, which helped mediate the Shalit prisoner swap and also negotiated an end to a Palestinian mass hunger strike in Israeli jails last year, was trying to end the new protest.

    Israel has defused previous long-term hunger strikes among the some 4,700 Palestinians in its jails by agreeing to release individuals or deporting them to Gaza - a prospect rejected by the four prisoners, who come from Jerusalem and the West Bank.

    The Quartet of Middle East negotiators - the United States, Russia, the United Nations and European Union - and U.N. Secretary-General Ban Ki-moon have expressed concern at the hunger strike.

    Ban said on Tuesday that he had raised his concerns in a recent phone call with Netanyahu and that "those detained should be charged and face trial with judicial guarantees in accordance with international standards, or be promptly released."

    In a statement on Monday, France's Foreign Ministry urged Israel "to be sensitive to the risk of a tragic outcome and to take appropriate measures as a matter of urgency."

    The statement said "administrative detention must remain an exceptional measure of limited duration and be carried out with due regard for fundamental safeguards."

    Israel holds some Palestinians in "administrative detention" based on evidence presented in a closed military court. It says the practice pre-empts militant attacks against it while keeping its counter-intelligence sources and tactics secret.

    There were 178 administrative detainees in Israeli jails in January, down from just over 300 around the time of another Palestinian hunger strike campaign last spring, according to Palestinian rights group Addameer.

    "The battle waged by me and by my heroic colleagues ... is everyone's battle, the battle of the Palestinian people against the occupation and its prisons," Issawi said in a message conveyed to the Palestinian Ministry of Prisoners last week.

My grandfather served in World War 2, my father was a ?Green Beret? in the Vietnam war, my brother in law was in the special forces in the first Gulf war and many of my friends and family are and have been members of the military who have served, and in some cases, been wounded or killed in combat.

    Ryan: 'No leadership' from Dems on avoiding automatic budget cuts

    House Budget Committee Chair Rep. Paul Ryan, R-Wis., blamed the White House and Senate Democrats for failing to avert automatic spending cuts scheduled to take place next month, saying, "there's no leadership on the other side of the aisle and therefore no agreement."

    "The Senate hasn't passed a bill to replace the sequester. The president gave a speech showing that he'd like to replace it, but he hasn't put any details out there. So that is why I conclude I believe it's going to take place," Ryan said this morning on "This Week" about the $85 billion in automatic cuts scheduled for March 1.

    "What we've always said is let's cut spending in smarter ways to replace this sequester," Ryan told ABC News Chief White House correspondent Jonathan Karl. "We [the House] passed two bills doing that and we've heard nothing in response from the Senate Democrats or the president."

    Congressional Republicans and President Obama remain at odds as the president seeks a package to avert the sequester that includes both spending cuts and new revenues. The House passed proposals to eliminate the sequester in the last Congress, but has failed to act during the new congressional term begun this January.

    This morning, Ryan rejected a proposal by Senate Democrats to avoid the automatic cuts that included new tax revenues from closing existing loopholes.

    "I'd be curious to see if they could actually pass that, number one. Number two, the president got his tax increases last year. He got those higher revenues," Ryan said. "But taking tax loopholes, what we've always advocated is necessary for tax reform, means you're going to close loopholes to fuel more spending, not to reform the tax code."

    Newly-appointed White House Chief of Staff Denis McDonough said finding savings in the federal budget was "not impossible," but continued to stress the need for a "balanced" package that would protect the middle class by avoiding automatic spending cuts that would impact education, mental health services and the "devastating list of horribles" that would impact the Pentagon.

    "We're going to insist on doing this in a balanced way," McDonough on "This Week." "This should not be a social science experiment. This should be a question where we ask ourselves 'what is most important to the economy, what is most important to the middle class families of this country,' and that's the way the president is going to do this."

    Beyond the sequester, Ryan said he is beginning work on writing a budget that will balance in ten years - which would require even greater spending cuts than the recent budgets Ryan has written and that House Republicans backed last year.

    "I'm very comfortable with the fact that we will produce a budget that balances," Ryan said. "The reason we want to do this is not simply to make numbers add up; we want to prevent a debt crisis, we want to grow the economy, we want to get people back to work in society and if we have a debt crisis, that is bad for our economy today."

    When asked about his own political future, including the potential for a 2016 presidential run, Ryan said he was focused on his work in the House, saying, "That to me is my first priority. That's what I'm focused on."

    "Will I or won't I? I don't know," Ryan added of his 2016 prospects. "I'm not foreclosing any opportunity. I may or I may not. I just don't know because right now we just had an election. We've got jobs to do? We need to start thinking about doing our jobs after these elections than thinking about the next election."

    The U.S. Needs Washington's Birthday, Not Just President's Day

    It's almost that time of year again. President's Day, America's annual excuse for a three day weekend and a chance to buy stuff on sale, is upon us. Commercialized beyond even Christmas, the holiday once set aside to mark the birth of George Washington, "the father of our country," has lost all its meaning.

    It wasn't always this way. Back when children still believed he chopped down his father's cherry tree, Washington was revered. Now that reverence and awe in which we once held him and the rest of the nation's founders has been lost, replaced by a continuing desire to "humanize" them and, in the process, cheapen their accomplishments.

    Washington was a man among men: Planter, surveyor, inventor, politician, warrior, leader. For decades he was the very symbol of the nation he was twice elected to lead?unanimously, the only man to be so honored.

    Without Washington there would be no United States. He was, unique among most historical figures, the truly indispensible man. Yet the honor previously accorded his birth has been lost since 1968 when Congress, under the terms of the so-called "Long Weekend Act," moved his birthday from February 22 to the nearest convenient Monday.

    It is remarkable indeed to think that the federal government is so powerful that it can actually "move" a person's birthday?but there you have it. Apparently a three-day weekend is more important than any formal recognition of Washington's accomplishments.

    President Richard M. Nixon, who probably suspected even in 1969 that it was unlikely his birthday would ever become a national holiday, seized the opportunity Congress had handed to him?as I have written before?to proclaim Washington's Birthday as a day to remember of all the former presidents. "The father of our country" was thus reduced to a status equal to the lesser lights and virtual non-entities who occupied the nation's highest office, men like Millard Fillmore, James Buchanan, and Franklin Pierce.

    It's not as though Washington were not worth celebrating on his own. The holiday still in the formal sense, retains his name. The culture, on the other hand, chooses to make it about all former presidents, not just him. There may even be good reasons for this but, in the main, it is a mistake. Who but perhaps Lincoln can match what Washington?commander of the American troops in the War for Independence, first president of the United States, symbol of honor, dignity, and honesty?did for America. He brought the nation out of tyranny into the light of freedom and then, through wise leadership, secured for the new nation the time is desperately needed to form its own national character. For this reason above all others, the day must be reclaimed in his honor, and his alone, in order to reaffirm our shared national heritage.

    It's time to change all that. Congress should enact, and President Barack Obama should sign, a law re-establishing February 22 as the official observance of Washington's Birthday. The nation needs a dose of historical perspective. Such a move would provide it.

    When officials first announced plans to build a cancer center on the west end of the University of Nebraska Medical Center campus, they said the parking structure near the Durham Outpatient Center would be razed to make way for the project. At the time, they said an underground parking garage would replace the 767 lost parking spots.

    ? A 10-story, 252,000-square-foot research tower

    ? A three-story, 125,000-square-foot inpatient treatment center

    ? A four-story, 200,000-square-foot outpatient clinic

    ? A clinic for non-emergency care that isn't cancer-related. That will be built elsewhere on campus.

    ? Total cost: About $370 million

    But plans have evolved since January 2012, and the garage will remain. Among the other changes:

    ? Instead of one of the new buildings stretching south from Dewey Avenue to Emile Street, it now will stop short of the walkway that cuts between the parking structure and Swanson Hall.

    ? The building housing the cancer center's inpatient rooms will run farther east and connect to the Hixson-Lied Center.

    Construction on the cancer center, a joint project of UNMC and its hospital partner, the Nebraska Medical Center, is expected to begin in late summer. It's set to be completed in 2016.

    Joe Graham, the Nebraska Medical Center's chief operating officer, said keeping the parking garage in place will save money, cause less disruption for patients and visitors and allow for better connections back to the hospital's clinical spaces.

    Demolition of Swanson Hall is scheduled to begin in June and run through August, said Don Mohlman, the cancer center project manager. Construction on the cancer center will start after that.

    The plan to keep the parking garage in place has not affected officials' plans to acquire a square block south of Leavenworth Street for surface parking, a university spokesman said.

    A 530-stall parking garage that opened in 1972 at 42nd and Emile Streets was closed in December because of concerns about the integrity of the structure.

    Architect and developer Bob Perrin wants to build town homes and condos ? a total of 69 units ? on land that sits between 40th Street and the Field Club Trail and Mason and Marcy Streets. UNMC officials plan to use eminent domain to acquire the land.

    The med center also has acquired two properties near Perrin's land that would provide a total of 651 parking stalls.

    Perrin's property would hold 502 stalls.

    Perrin said Wednesday in an email that he had received an appraiser's report that reaffirms UNMC's initial offer for the property.

    He said he had not talked recently with UNMC officials.

    See a replay of asteroid's near-Earth flyby

    NASA looks at the flyby of asteroid 2012 DA14 from several amateur observatories across Australia.

    Asteroid 2012 DA14 has made its closest pass of Earth, just a scant 17,200 miles from our surface, and now astronomers are watching it recede harmlessly into the cosmos. You can watch it, too, thanks to a variety of webcasts.

    The time of closest approach came at 2:25 p.m. ET, as scheduled, when the asteroid was zooming above the eastern Indian Ocean at a speed of almost 17,500 mph (7.8 kilometers per second). It was too dim to see with the naked eye, but observers in Australia, Asia and Europe could follow it with binoculars or small telescopes.

    "It's on its way out now," said Paul Chodas, an astronomer with the Near-Earth Object Program Office at NASA's Jet Propulsion Laboratory in Pasadena, Calif. ?

    Chodas and his colleagues monitored 2012 DA14 with high-powered optical telescopes and huge radar dishes to learn more about the asteroid's color, shape, spin and reflectivity. Such data could tell them what the object is made of, and perhaps provide insights into how similar objects could be diverted if they were on a threatening course.


    Experts estimate that asteroids the size of 2012 DA14 hit our planet every 1,200 years or so, exploding with the energy of a 2.5-megaton atomic bomb: The last such impact struck a remote region of Siberia without warning in 1908, flattening 820 square miles of forest. If an object that big were to hit in just the wrong place, it could wipe out a city. Coincidentally, a much smaller space rock?came down over Russia on Friday, sparking a fireball and a glass-shattering shock wave.

    Even though the 150-foot-wide (45-meter-wide) asteroid 2012 DA14 is the biggest object of its kind to be seen coming this close to Earth, its orbit is so well-known that NASA's Near-Earth Object Program can rule out any chance of collision in the foreseeable future. And even though 2012 flew 5,000 miles closer than satellites in geosynchronous orbit, NASA said its mostly south-to-north orbital path went through a "sweet spot" that kept it far away from those satellites ??as well as from other spacecraft that are in closer orbits, including the International Space Station.

    Astronomer hope their observations of 2012 DA14 will provide insights into subtle phenomena such as seismic disturbances?that are induced by Earth's gravitational kick, or characteristics of the asteroid's spin that are affected by radiation absorption and emission.

    Radar readings provide the best way to get a fix on the asteroid's shape and spin, in part because observations from multiple radio telescopes can be combined to produce a clearer picture. During the 2012 DA14 encounter, scientists used radio telescopes in California, New Mexico and Puerto Rico to produce new sets of radar imagery.

    The first pictures from NASA's 230-foot (70-meter) dish at Goldstone, Calif., are due to be released on Saturday, and eventually those radar images will be combined to produce a 3-D map of the space rock.

    Other telescopes, spread out from Australia to Israel to the Canary Islands to the U.S., gathered optical data ? and the images from some of those telescopes were shared over the Internet on Friday. NASA's Jet Propulsion Laboratory has been passing along pictures from a variety of telescopes via its Ustream video channel. Here's a rundown of other post-encounter webcasts:

    9 p.m. ET: A video feed of the flyby from a telescope at NASA's Marshall Space Flight Center will be streamed for three hours. During the live-streaming event, viewers can ask researchers questions about the flyby via Twitter or the Ustream chat window. Watch Marshall's Ustream channel.

    Chodas said the initial observations confirmed scientists' estimates of 2012 DA14's size, but other revelations will have to wait until astronomers have had a chance to analyze the data collected on Friday. By that time, the asteroid will be long gone. Earth's gravitational influence has changed 2012 DA14's orbit to keep it farther away from our planet during future orbits.

    "It won't return for many, many years," he said.

    Charlie Sheen pays for injured Florida teen's therapy dog

    There's a 15-year-old Broward County girl who didn't really know much about Charlie Sheen before this week ? but does now.

    The actor wired $10,000 to Teagan Marti and her family on Thursday for a therapy dog to help in her rehabilitation from injuries sustained when she plummeted 100 feet from a Wisconsin amusement park ride in 2010.

    "I think he's a very kind person for helping me and my family and very generous," Teagan Marti said by phone Thursday from her home in Parkland.

    Teagan Marti suffered brain, spine, pelvis and internal injuries in July 2010 when nets and air bags that were supposed to catch riders on a free-fall ride were not raised. She had convinced her family to make the trip from Florida to Extreme World in Wisconsin Dells after seeing the amusement park's Terminal Velocity ride on the Travel Channel.

    She was hospitalized in Wisconsin and Florida for three months. She initially had no use of her arms or legs but through physical therapy is able to walk again with a walker.

    Teagan Marti's mother, Julie Marti, said they are financially in trouble from the medical bills and her recent divorce. Their house is being foreclosed upon and insurance isn't covering physical therapy anymore, she said. She had no idea how they would pay for the English Golden Retriever puppy.

    "I'm in such disbelief," Julie Marti said. "I was crying. ? What a guy. What a guy."

    The dog is being trained in Fond du Lac to turn on lights, pick up objects and be the teen's constant companion.

    Lucia Wilgus, of Eau Claire, became friends with the Martis after hearing of the accident and has spearheaded fundraising and helped find the dog and arrange training.

    She sent a letter this week to Sheen through Sheen's godfather, who is a Wilgus family friend and Benedictine brother in the Benet Lake, Wis. She estimated the training and related costs would be around $6,000.

    Sheen said he decided to give more for extra costs. The request had a "personal vibe" since it came through his godfather, and "if there's a need for more I told them to call me," he said.

    "I like to pay it forward," Sheen said Thursday in a phone interview from Los Angeles. "People come into your orbit for a reason. You don't always know what that is ahead of time, but if I ignore these requests then I don't have any opportunity to see where these things lead us, or lead me."

    He said he doesn't like to publicize most of his donations, but wanted to talk about this one to inspire others to donate.

    Teagan Marti gets the dog on her birthday in September but hasn't made up her mind on a name.

    "I think they should name the dog Charlie," Sheen joked.

    150 Boise icons to celebrate the city's sesquicentennial: Ahavath Beth Israel Synagogue

    Did you know? The synagogue is the oldest in continuous use west of the Rockies. It weighs 60 tons. The task of moving it took six hours.

    Pioneers built the Moorish-style synagogue in 1895. Its builders included Moses Alexander. He became the mayor of Boise and the governor of Idaho, the first Jewish governor in the U.S.

    The synagogue moved from its original site at 11th and State streets to the Boise Bench in a dramatic, middle-of-the-night trip in 2003.

    In the early 1900s, the synagogue, then known as Beth Israel, served as a haven for disenfranchised groups. Congregation member Sherrill Livingston said that when the first Latter-day Saints arrived in Boise, only the Jewish community opened its doors to them. Mormons used the synagogue for prayer.

    Today's Congregation Ahavath Beth Israel is the result of two synagogues merging. After World War II, Jews in the military arrived at Gowen Field and Mountain Home Air Force Base. They built Ahavath Israel, a more conservative synagogue, at 27th and Bannock.

    The congregations came together in 1986.

    Camilla named as chancellor of Aberdeen University

    Camilla, known as the Duchess of Cornwall outwith Scotland, succeeds Lord Wilson of Tillyorn, who stepped down at the end of December having served since 1997.

    The Duchess was elected unopposed by the university's graduate body, the General Council, and will act as an ambassador for the university.

    Militants in PA custody call for Israel amnesty, launch hunger strike

    NABLUS (Ma?an) -- Three Palestinians affiliated to militant groups launched a hunger strike on Thursday, calling on the Palestinian Authority to secure an amnesty deal with Israel so they can leave PA jail.

    In the years after the second intifada, Israel agreed to pardon hundreds of militants, mainly affiliated to Fatah, who had been held in protective custody by the PA.

    Waleed Al-Kharaz and Moayad Al-Alfi, members of Fatah's al-Aqsa Martyrs Brigades, have been held in PA custody for four years after they were accused of killing an Israeli settler near Nablus.

    Ahmad Al-Mashati, a member of the PFLP's armed wing, the Abu Ali Mustafa brigades, was jailed by the PA in August 2010 and was previously held in Israeli jail for four years.

    They launched their hunger strike in the Istikhbarat (intelligence) detention center in Nablus.

    The group are urging the Palestinian Authority to agree an amnesty for them with Israeli officials, to remove their 'wanted' status.

    Plumlee, No. 2 Duke beat UNC 73-68

    DURHAM, N.C. (AP) ? Mason Plumlee didn't mind much that he was on the bench when No. 2 Duke finally took a lead on North Carolina.

    When the Blue Devils' elite big man finally got back on the court, he picked up his scoring pace.

    Plumlee scored 10 of his 18 points after returning from a foul-induced break early in the second half, helping Duke beat the Tar Heels 73-68 on Wednesday night in his final home game against the Blue Devils' fierce rivals.

    "I want to beat everybody my last game at Cameron" Indoor Stadium, Plumlee said. "I tell myself that every game."

    Plumlee also had 11 rebounds, while Quinn Cook scored 18 points and Rasheed Sulaimon finished with 13 for the Blue Devils (22-2, 9-2 Atlantic Coast Conference).

    "I think this team has a chance to do something special," Plumlee added. "The season is wide open in the college basketball landscape. I'm not going to have any regrets at the end of the season."

    Duke shot 44 percent ? 52 percent after halftime ? and erased a slow start with that timely run and won its sixth straight this season and sixth in eight meetings in college basketball's fiercest rivalry.

    P.J. Hairston matched a career high with 23 points and Reggie Bullock had 15 points with four 3-pointers for North Carolina (16-8, 6-5), which led for the first 26 minutes but went on to lose its second straight.

    The Tar Heels were 13 of 23 from the free-throw line and missed seven of 10 during a critical late stretch while falling to 1-4 this season against ranked opponents.

    "If I knew how to fix the blessed thing, I would have fixed it," coach Roy Williams said of his team's struggles at the line. "The bottom line is, we didn't make free throws today. We're not a good free-throw shooting team in games."

    Still, they trailed just 65-61 in the final minute and appeared to have gotten a stop by forcing Duke's Tyler Thornton to miss a long 3-pointer with the shot clock winding down. But Bullock fouled Sulaimon on the rebound, and the freshman hit both free throws with 37.5 seconds left.

    Hairston hit a free throw on North Carolina's next possession to cut it to 67-62, but Plumlee countered with two free throws with 30.3 seconds left to make it a three-possession game.

    Seth Curry scored 11 points in his sixth straight double-figure performance against North Carolina.

    The win was a nice present for Mike Krzyzewski, who was celebrating his 66th birthday.

    And an unorthodox move ? putting one of the best big men in the nation on the bench, however briefly ? wound up putting Duke ahead for the first time in this one.

    Plumlee picked up his third foul 31 seconds into the second half and uncorked an untimely 20-foot jumper a few minutes later, prompting Krzyzewski to burn a timeout. He went to a smaller lineup, sitting Plumlee in favor of two power forwards, Amile Jefferson and Josh Hairston.

    "I thought he was playing like he had three fouls," Krzyzewski said. UNC's James Michael "McAdoo was just going at him so that McAdoo was either going to score, or Mason was going to foul him."

    The move freed up some space for the Duke guards and immediately led to six quick points to start the 19-7 run that put the Blue Devils ahead to stay.

    Duke outscored North Carolina 11-3 during the 4-minute stretch with Plumlee on the bench and took their first lead when Curry swished a 3 from in front of the bench to make it 42-41 with 14 minutes left.

    Thornton ? who had missed 12 of 14 3-pointers during his previous eight games ? hit two from the same spot in the right corner, capping the spurt with his second that made it 50-45 with 12? minutes to go.
