Macy?s is getting to pocket $6.3 million of St. Paul?s money as it closes shop in the city?s downtown. But even though he voted as a councilman in 2001 to give the so-called ?forgivable loan,? Mayor Chris Coleman says that such a deal would be unlikely today.
